Heather J. Hough

Dr. Heather J. Hough is committed to equity and effective governance, leveraging over two decades of experience in education policy to transform public education and government institutions through evidence-based solutions. Heather’s area of expertise is in local- and state-level policy making and implementation, with a particular focus on policy coherence, system improvement, and collaborative decision making. Heather is also a devoted parent of two school-aged daughters and an active community volunteer. In all facets of her life, she champions policy changes that foster a more equitable and just society. She holds a BA in public policy and a Ph.D. in education policy from Stanford University.
